Coordination communication can be targeted to the specific class of end users such as Red Cross or Civil Defense volunteers that perform first responders or logistics related tasks, or can be focused to all end users which are at the moment located at the specific area at risk only (industrial fire / chemical spill / tornado risk / local cluster lock down).
